A Plan for East King County Homelessness

Homelessness remains a concern in East King County as is in other regions. And while there are common challenges, there are unique circumstances that impact outcomes and require region-specific strategies. For example, Eastside cities may face different issues, and have different resources, housing, government agencies, service providers, and demographics than Seattle.

Homelessness in King County is growing at a troubling rate, with an expected need for more than 22,000 shelter beds countywide by 2027. In East King County there are fewer than 700 shelter beds and a fragmented system of services.

An Eastside-specific plan increases local investment and addresses regional differences.

With limited funds, cities and community partners have worked hard to build a base level of shelters, outreach teams, safe parking programs, and supportive services. But too often, there are gaps in coordination, inconsistent service delivery, limited data sharing, and inefficient deployment of resources.

The Bellevue Foundation advocates for the development of a plan specifically focused on the needs of East King County. A strategy that recognizes regional differences but also aligns with the frameworks established by King County Regional Homelessness Authority (KCRHA), Challenge Seattle, the Washington State Department of Commerce, and others.

An Eastside-specific approach can be consistent with national and Washington State best practices but improve operational effectiveness and scalability by addressing local conditions. A robust Eastside plan includes the following elements:

  1. Coordinated Outreach & Engagement: A unified outreach strategy, including a secure by-name list, to ensure people are connected quickly to appropriate services.
  2. Resource Alignment & System Calibration: Mapping providers and services to identify gaps and overlaps.
  3. Strengthened Provider Collaboration: Creating a more integrated network of service providers with shared outcomes.
  4. Shared Real-Time Data and Decision Making: Implementing systems that track service utilization, bed availability, and outcomes.
  5. Workforce Development & Provider Support: Establishing standards, training, and support systems to strengthen and retain frontline staff.
  6. Community & Cross-Sector Engagement: Bringing together government, philanthropy, business, nonprofits, and people with lived experience to shape solutions.
  7. System Accountability & Continuous Improvement: Using data and best practices to evaluate programs, improve performance, and ensure responsible stewardship.
